1. gold=rarest purple=less rare blue=even less white=common drop
2. use an expert salvage kit and hope to get a mod... there's a chance you'll get materials only (also rare if u use an exp. salvage) and if there are 2 mods you can't say which one will eventually salvage.

They really don't have any rarity... you know where and who drops them.
I'd place them around the purple level.
